Introduction

The Development Cell is one of the pioneers Department of former National Health Laboratories and in the past was a sub-Section of Estate Department .From time to time the Development cell prepared different PC-Is with closed collaboration of different Divisions Sub-Divisions of NIH and all new departments of vaccine Production units i.e. Measles, HDC, TT, ORS, Dialysis, DCTMD, CMLT, New Animal House, Immunology, QC, Stable and many other units of NIH are the dawn truth of the Development Cell.

Functions of  Development Cell

1. To prepare the PC-Is / Revised PC-Is of Development Projects for all the Departments of NIH with respective Chief / Department Heads of NIH, Islamabad.

2. To get the approval of  PC-Is / Revised PC-Is of  Development projects from Board of Governor,  NIH,  through  Director (Administration)

3. PC-Is / Revised PC-Is submitted to  Ministry of Health for its approval  from DDWP or  CDWP or ECNEC forums.

4. To give replies on the queries raised by Ministry of Health / Planning & Development  Division / Ministry of Finance, with consultation of  respective Chief / Department Heads of  NIH

5. To get the Administrative Approval of the project from Ministry of Health

6. To prepare the Public Sector Development Programme  (PSDP) on the prescribed Performa of 32 columns in consultation with respective Chief / Department Heads.

7. To get the Allocation from P&DD / Ministry of Finance through Priority Committee/Ministry of Health.

8. Preparation of  NISs  of  allocated  funds, get signature of Ministry of Health, DFA (Health), P&DD (Programming Section) & submitted to Ministry of Finance.

9. To prepare Work Plan, Cash Plan & Project profile on the prescribed proforma in consultation with respective Chief / Department Heads and get approval of Monitoring Cell, P & D

10. To get the releases of  allocated funds from Ministry of  Health on quarterly basis and informed accordingly  to the respective Chief / Department Heads for its Utilization by them  well in  time.

11. Preparation of review reports of Development Funds 1st  quarter, Mid term and annual  of all projects  in consultation with respective Chief / Department Heads & to submit Ministry of Health & Planning & Development Division.

12. To coordinate with the monitoring teams of Planning Commission 

13. Working as bridge between Project Directors / Project Mangers of  NIH Development Projects  & MoH, P&DD, MoF, Pak P.W.D and  NDC.

14. Day to day correspondence with MoH, P&DD, MoF, MoST, Pak. PWD and NDC.

15. Compilation of information collected from the project Managers on prescribed format of   Ministry of Health/planning commission for onward submission to concerned quarter of Ministry of Health, Finance Division and Planning commission, Islamabad regularly throughout the execution of the project.
